Yuka nodded thoughtfully. She'd thought it couldn't be as simple as "a bunch"... or wouldn't they have already done them all? There didn't seem to be a shortage of prefects.

It also explained why becoming a prefect didn't seem to have a thing to do with any sort of school function - because it was really about -this-.

"Hmmm... What dorms were you in? I don't know if I'd want to try opening one any time soon... But it'd be nice to know if we could."

It'd be nice to know if they'd want to, come to that. The consequences of following this path were (supposedly) leaving people behind, who would perpetuate the system... but what were the consequences of Lelouch's path? She wasn't sure he even knew, and that was dangerous.
